The Abduction Central Alert (ACA)© System

The Abduction Central Alert (ACA)© is the most advanced community alert system ever developed. Originally based on the "Amber Plan", it is a totally automated "First Responder" Alert Notification System (ANS) software program that is at least six times more effective than the original concept and out performs any other program available.

No other program other than ACA© dynamically alerts pagers, faxes, emails, internet alarms, web capable cell phones and more, all within a telescopic 100-mile radius (what we have coined "the Zone of Influence"). All within seconds/minutes.

The Child Alert Foundation (CAF) was established in 1998 and was the first organization to realize the need to provide a fully automated Alert Notification System (ANS) to notify surrounding communities when a child was reported missing or abducted.

We had heard of the "Amber Plan"(1996) that had been proposed in the Dallas/Ft Worth area and, while we realized this was a good start, it required a manual effort and the original plan only addressed radio stations. (due to the influence of ACA, the plan has since been expanded to include television)

We learned of other programs that required law enforcement to purchase expensive hardware whether they needed it or not, just to send faxes of missing children but again, this too was generally a manual procedure and time consuming.   What we did not find was anything that addressed the immediacy or the extent of the alert process as what the Child Alert Foundation had envisioned.


The Abduction Central Alert (ACA)© program is an unattended, automatic process for law enforcement where, if an alert is activated, an immediate 100 mile radius (Zone of Influence) around where the report was taken is identified. The system not only does faxes, emails, and websites, but activates pagers of front line personnel. We notify adjacent police, radio, television and any other support organizations that are on the contact list for that location; all initiated within a matter of seconds. We also post the results of the alert process on our CAF Calendar of Events so that everyone can see the extent of what transpired. We calculate alert statistics.  We send out voicemails and more.

Rather than focus on one particular form of alert, Abduction Central Alert (ACA)© utilizes every facet of telecommunications to notify the surrounding community that an alert has been issued.

Our goal is to edify law enforcement and notify the surrounding community as fast as possible in the most efficient manner. When a perpetrator can travel 60 miles per hour or faster in a vehicle, one mile equals a minute traveled and why every second counts in alerting the general public that a child is missing or abducted.

The functions of the Abduction Central Alert (ACA)© software are to provide local police dispatch sheriff's departments and 911 operators with a standard data entry form when documenting a missing or abducted child and identify all of the participating agencies within an immediate 100 mile radius. Once these agencies (police/radio/tv and support organizations) have been identified, actions such as the following are automatically initiated: (all within seconds!!)

pagers are activated
emails are sent
faxes are sent
webpages are built immediately for the general public to print or download
CAF Calendar of Events automatically updated

No other organization currently is capable of providing the same comprehensive alert process that the Abduction Central Alert (ACA)© can provide. The ACA system is automatic and unattended so, regardless of what time it is, day or night, the system is available to be utilized.

Alerting your surrounding community is the immediate goal of the Child Alert Foundation. With the Abduction Central Alert (ACA)© system, more people in your area can be notified faster so that the odds of apprehending a perpetrator within the first hour are increased dramatically. When one mile equals one minute, you can quickly understand why every second counts and in a world of cell phones and personal pagers, CAF believes that by notifying your local officials as quickly as possible, we can all make a difference.

No direct access to the ACA software is allowed. Only police, sheriffs and 911 operators are allowed to file an abduction report in order to prevent false reports although information for the general public is quickly made available on the Internet.

Instant ACA© Available  

In an effort to provide the general public and other agencies instant access to information about missing/abducted children, the Child Alert Foundation is releasing Instant ACA©. This new program is available from CAF and will monitor the ACA Servers for any activity and automatically notify the users that an alert has been activated. The program will automatically provide a hotlink to the poster information that the server program creates on the web and activate your local browser to access the information.

"Instant ACA©" is designed to work in conjunction with our ACA host component for a specific territory and will be available to those zones who are within 100 miles of where the ACA is up and operational.
